Chicago, June 27, 1873; son of Thomas and Ella Amelia (Cole) Barrows; A.B., Pomona College., 1894, LL.D., 1914; M.A., U. of Calif., 1895, LL.D., 1919; attended Columbia U., 1896; Ph.D. in anthropology, U. of Chicago, 1897; LL.D., Mills College., 1925; married Anna Spencer Nichols, of Burlington, Vt., July 18, 1895; Children: Anna (Mrs. Floyd Wayne Stewart), Ella (Mrs. Gerald Hagar), Thomas Nichols, Elizabeth (Mrs. Frank G. Adams).

Appointed to service, by Hon. W. H. Taft, then pres. Philippine Commission., Aug. 1900; in charge. Manila schools., 1900; was member of administrative staff of Generals Bell and Davis, successively provost marshals of Manila; organized and conducted 1st teachers' training school for native teachers in the Philippine Islands; appointed chief of bureau of non-Christian tribes by Gov. Taft, 1901, organized bureau and engaged in reconnaissance of unknown parts of Philippine Islands, 2 yrs.; identified with framing the organic law for Moro Province; prepared essay on population for lst Philippine census and the nomenclature of the Christian peoples and non-Christian tribes, 1903; general Superintendent of Education, Philippine Islands, 1903-09; reorganized educational service of islands, inaugurated and made effective the system of district supervisors, embracing over 400 American supervisors; prepared and promulgated courses of instruction for elementary, intermediate and secondary schools; introduced system of manual training schools, gardening, provincial school shops and agricultural schools, which are still in effect in PI; organized and inaugurated summer camp and school of instruction for teachers in the mountains of Benguet, 1908; during 9 yrs. Of Philippine Island service traveled in every province; Pres. Board of Trustees, Mills College, Calif., 1910-17; became Prof. of Education, U. of Calif., 1910, prof. of political science, 1911, now Chairman of department, Dean of Graduate School, 1911, dean of faculties, 1912, acting pres. of univ. July 1912, Jan. 1913, pres. U. of Calif., 1919,23; now Chairman. dept. of political science; dir. Calif. Inst. for Deaf, Dumb & Blind,1912-17; member Calif. State commission on rural credit and land colonization, 1915,17; appointed member American Service in Belgium by Herbert Hoover, and had charge of food supply in Brussels, 1916; Director East Bay (Calif.) municipal utility district., charged with Mokelumne aqueduct project, 1924-; Chairman. Oakland horse show, 3 consecutive yrs.; appointed Carnegie Visiting professor of international relations, Latin American, 1927; has traveled in Asia, Malaysia, C.A.,S.A. and Africa. Commd. in O.R.C., U.S.A., 1916; commd. Maj. of cavalry, National Guard, and assigned to 91st Div., 1917, Lt.Col. cavalry, U.S.A., 1918; was Commanding Officer of 348th Machine Gun Battalion; became intelligence officer of Philippine Islands, on Gen. Evans' staff, 1918; on Special Military Mission to Manchuria and Siberia, Mar. 1918; accompanied the White Army, under Gen. Semionoff, in campaign against Red (communist) forces in Transbaikalia, Apr.- May, 1918; Intelligence Officer, American Expeditionary Forces (A.E.F.) in Siberia, July 1918 - Mar. 1919; reorganized and was Col.
